ICLC provides education for marginalized and stateless children on the border between Malaysia and the Philippines, specifically targeting the formerly ocean-nomadic Sama-Badjao peoples that face deprivation due to both a lack of documentation that restricts their movement, as well as an overall displacement from their ocean-nomadic traditional way of life due to overfishing and conflict.

We currently operate 15 learning centers, with 2 in Malaysia and 13 in the Philippines, spread across 18 staff members. In the Philippines, we provide day-to-day early childhood education for more than 600 children, whereas we provide elementary-level education for more than 300 children in Malaysia.

As part of our educational services in the Philippines, we also monitor the registration-status of the children, and provide assistance with assigning them birth documents at the Local Government Units.
